Escaping from TARP

Bloomberg.com is reporting at several banks are now being allowed to return TARP funds. As Stephen Spruiell points out over at NRO-The Corner, "Of course, when the healthy banks realized that this effectively put Barney Frank in charge of their businesses, they tried to give the money back as quickly as possible."
